Steps to Make Malpua
1.    Prepare the Batter: In a mixing bowl, combine flour, semolina, fennel seeds, cardamom powder, sugar, and baking powder. Gradually add milk and water to make a smooth batter. Let it rest for at least 30 minutes to allow the flavors to blend.
2.    Prepare the Sugar Syrup: In a pan, heat sugar and water together. Stir until the sugar dissolves and forms a sticky syrup. Add cardamom powder and saffron strands for extra flavor.
3.    Fry the Malpua: Heat ghee in a deep frying pan. Pour a ladleful of batter into the hot ghee and fry until golden brown on both sides.
4.    Soak in Sugar Syrup: Once fried, dip the malpua into the warm sugar syrup for a few seconds, ensuring it absorbs the sweetness.
5.    Serve: Garnish with chopped nuts and serve warm, either plain or with rabri for a richer taste.
