Rajasthan, where not just buildings but all markets are illuminated.

brilliantly lit up market, and the government foots the electricity

If you plan to be in Goa during the festival of Diwali,
there are two things that you simply cannot miss - the world-famous
Naraksura ritual and gambling. The occasion centres round destruction of
the demon Naraksura by Lord Krishna according to Hindu mythology. The
largest and scariest effigies of the demon are burned at dawn on
Naraksura Chaturdashi, a day prior to Diwali.
